Portugal

Portugal has achieved 56.0% basic digital skills coverage, growth comparing to 55.3% in 2023 and now surpassing the EU average of 55.56%. According to the Digital Decade report 2025, the percentage of ICT specialists in employment, with a 5.2%, surpasses the EU average of 5%. The share of female specialists in 2024 was 22.7%. Portugal saw stable growth in digital public services, performing particularly well on access to e-health records. It faces challenges on artificial intelligence (AI) adoption by enterprises as well as basic digital skills training but can rely on solid connectivity networks.

Portugal has a National coalition for digital skills and jobs led by INCoDe.2030 Program.

The Portugal Digital Mission Structure was created as part of the country's strategy for digital transition. The Action Plan for Digital Transition, approved in 2020, focuses on capacity building, digital transformation of businesses, and digitalization of public services. The plan is coordinated by the Portugal Digital Mission Structure, involving various ministries, public sector organizations, businesses, academia, and social partners. 

Portugal also has a National Artificial Intelligence Strategy and a Recovery and Resilience Plan that emphasizes digital transformation. Investments and reforms aim to enhance skills, digitalize education and businesses, and modernize the public sector. The National Strategy for the Inclusion of Persons with Disabilities facilitates accessibility and digital services for people with disabilities. 

Initiatives such as the InCode2030 Programme, Creative Communities for Digital Inclusion (CCDI), and the "Eu Sou Digital" program contribute to digital inclusion, skills development, and public awareness. These efforts involve training, support, and the provision of digital services across different segments of the population.
