Bridging the Digital Divide
More than a third of the Austrian population does not yet feel fully fit online. 37% lack basic digital skills, according to the Digital Skills Indicator. In the long term, these skills are a key qualification for participation in a modern and digitally shaped society, both in the private and professional spheres.
This is exactly where we come in. The Digital Skills Offensive strategy of the BKA, BMF, BMBWF, BMAW and BMKÖS, together with the federal states, social partners and stakeholders, has set itself the goal of increasing digital skills in society, administration, education and work in the long term.
Digital Überall is an ambitious nationwide initiative designed to help Austrians with little to no digital experience gain essential skills. Running until 2025, it is designed to offer 4,500 free workshops that focus on practical topics like e-government, artificial intelligence, online safety, and adapting to a digitized lifestyle. The program specifically targets senior citizens and other groups struggling with basic digital literacy, ensuring their full participation in today’s digital society.
Reaching Thousands and Building Connections
Since its launch, Digital Überall has delivered over 1,300 workshops, reaching more than 12,000 participants across Austria. With a robust collaboration between adult education providers and local municipalities, the initiative relies on an innovative municipality booking system to deliver workshops even in remote communities. This strategy not only boosts participation but also strengthens the country’s adult education landscape.
Digital Überall is more than just a short-term campaign—it’s building a stronger foundation for digital education in Austria. Financial support for workshops ensures long-term viability, while ongoing external evaluations guide improvements. Results show significant positive outcomes, with both citizens and education providers praising its straightforward implementation and tangible results.
What sets Digital Überall apart is its adaptability. Rooted in the European DigComp framework, the initiative is easily replicable in other Member States. Austria’s experience shows that a combination of targeted workshops, accessible delivery mechanisms, and structured collaboration can significantly reduce the digital divide while empowering citizens for a brighter, more connected future.
