Visual for the Digital Skills Overview - Available funding in Hungary

Background information  

Funding opportunities for upskilling and reskilling to support the digital competences of individuals and organizations are available in form of loans, grants and financial instruments. For the period 2021 – 2026 most of the activities in digital transformation are financed through Recovery and Resilience facility but also as activities in Horizon, Erasmus+, ESIF and EEA grant schemes. Recovery and resilience facility 

Hungary's Recovery and Resilience Plan goals in digital transition are to develop a highly skilled and competitive workforce by digitally transforming education and research, promoting teaching and researching in a digital environment and creating a digital curriculum. 29.8% of total €5.8 billion budget is entitled to digital transformation. 

Key measures to support Hungary's digital transition are: 

  • Reinforced digital skills and better digital equipment in education: providing 579,000 digital notebooks to pupils and teachers in school education, and modern display tools to 3,100 schools, supporting the development of digital curricula for vocational education and training and digital skills development for students in higher education. €570 million  

  • Digitalisation of the healthcare sector: financing the development of IT infrastructure in healthcare institutions, the development of telemedicine solutions, the roll-out of new functionalities for mobile health apps and a remote health monitoring system for elderly people. €488 million  

  •  Safer and digital public transport: support for a central traffic management system for railway lines, as well as a single national system for tariffs, ticketing and passenger information for the various modes of public transport (buses and trains) through digital means. €212 milion. 

Some of the investments planned in The Highly qualified, competitive workforce component of Hungarian RRP are: 

  • Institutional innovation and strengthened activities in higher education (HUF 17.8 billion) 

  • Modernisation of infrastructure and digitalization in higher education institutions (HUF 72 billion) 

  • Development of digital curricula for vocational education and training (HUF 16.8 billion) 

  • Vocational education and training infrastructure for the 21st century (HUF 81.4 billion) 

  • Development of the Central Examination Centre (HUF 10.7 billion) 

  • Establishment of national research and development laboratories (HUF 72.5 billion) 

National Funding 

Digital Renewal Operative Programme Plus (Digitális megújulás operatív program plusz DIMOP Plus) supports the digital transition of enterprises and the development of national digital public services, the development of the broadband network, and the development of citizens' digital competence, their access to service systems, and the digitalisation of education system. DIMOP Plusz consists of four priority axes: A more intelligent Hungary, Hi-tech and green transition, Hungary connected and Digital Skills. The Modern Enterprises Programme, managed by the Hungarian Chamber of Commerce and Industry, has been Hungary’s key instrument for fostering digital developments in the SME sector since 2015. Free assistance is provided to domestic and rural micro, small, and medium-sized businesses in the areas of information communication consulting and qualified IT solutions through this programme. In addition, they provide a digital knowledge base, information days, and professional events. The Program provides no-cost, personalised expert assistance for the IT development of businesses, as well as exclusive consultancy or pre-qualification services for the acquisition of certain EU funds.
