European Commission "Towards a new generation of blockchain-based public services in Europe" Event

The new iteration of the World Wide Web known as Web 3.0 combines innovative technologies such as distributed ledgers technologies (DLT)/blockchains, cryptography, smart contracts and common APIs. Web 3.0 offers an alternative paradigm to the platform-based Web 2.0 model and this can be seen in the growth and traction of the decentralised digital economy all over the world.
This online session, organised by the European Commission, will explore how the EU contributes to building future public services anchored in blockchain. It aims to dive into how the public sector is leading in widening the adoption of such technologies and how leveraging this technology can be used in line with European values and principles.
The online session will cover the following topics:
- Introduction: The EU vision and actions for blockchain [the EU blockchain strategy]
- The European Blockchain Service Infrastructure (EBSI) - the way forward illustrated with:
- Exchange of education credentials for the year of digital skills;
- Tracking and tracing products in support of EU policies.
- The European Blockchain Regulatory Sandbox
The European Blockchain Partnership (EBP), an EU-level initiative to develop an EU strategy on blockchain and build a blockchain infrastructure for public services. Managed by the EBP, the European Blockchain Services Infrastructure (EBSI) initiative is a multi-country project bringing together all EU Member States as well as Norway, Lichtenstein, and Ukraine as observer in cooperation with the European Commission. The EBSI is a public-driven initiative that taps into blockchain's properties to support the development of better public services for all Europe. In particular, the EBSI supports the exchange of diplomas or other education credentials in a way that makes verification easy and hacking or faking difficult. Additionally, it provides solutions for anti-counterfeiting or the implementation of the Digital Passport Product that can be used in support of the EU green agenda.
Together with the EBP and EBSI, the European Commission is launching a regulatory sandbox for blockchain and decentralised data solutions. The European Blockchain Regulatory Sandbox will provide a pan-European experimentation framework for innovative technology solutions involving blockchain and DLTs. This aims to increase legal certainty for future services that rely on a convergence of innovative technologies.
