ICT & digital skills training for increasing the competitiveness and efficiency of employers - SMEs in Latvia

On 19 March 2025, the Latvian Information and Communications Technology Association (LIKTA) signed contract No 4.2.4.1/1/24/A/011 with the Central Finance and Contracting Agency (CFLA) for the implementation of the project "ICT and digital skills training for increasing the competitiveness and efficiency of employers". The aim of the project is to provide support for the acquisition, retraining or acquisition or improvement of skills of employees of ICT and other sectors of employers in order to contribute to increasing the productivity of the workforce.
About the project
The project was submitted as part of the implementation rules of the first round of measure 4.2.4.1 "Support for sector-based adult learning" under the specific support objective 4.2.4 "Promoting lifelong learning, in particular offering flexible upskilling and reskilling opportunities for all, taking into account entrepreneurial and digital skills, better anticipating change and new skills needs based on labour market needs, facilitating career transitions and promoting professional mobility" of priority axis 4.2 "Education, skills and lifelong learning" of the European Union Cohesion Policy Programme 2021-2027.
Requirements
The project is open to small (micro), small, medium and large enterprises, whose employees will be able to learn various topics related to the use of digital technologies – from digital marketing and digitalisation of production processes to cybersecurity, basic programming and online sales tools. Training programmes cover a wide range, adapted to different sectors and business needs. Support for training will be granted as a priority to employers from Latgale and Vidzeme regions, which, according to official statistics, have a lower gross domestic product.
The training programmes offered will be equally accessible to all employees of the target group, in particular by promoting the participation of women. Employers are invited to involve their female employees in training. Training courses will be offered mainly remotely and at different times.
Work has now begun on preparing procurement procedures for training courses so that, starting from June 2025, enterprises can be offered training in various fields. The project is planned to be implemented by 31 December 2029.

Small (micro), small, medium and large enterprises of the Republic of Latvia.
The total amount of support for the project is 939 930.36 euros, of which almost 800 thousand euros are European Social Fund Plus (ESF+) funding. The aid intensity depends on the size of the enterprise: micro and small enterprises can receive up to 70% of financing, medium-sized enterprises can receive up to 60%, and large enterprises can receive up to 50%.
