Finland's digital compass was adopted by the Finnish Government to provide an overview of Finland’s digital transformation in 2022. The digital compass sets national targets for the effective use of digital systems strengthens the shared understanding of the benefits, concepts and direction of digitalisation and the data economy.
Finland’s digital compass centers on creating a society that is digitally skilled, connected through secure and sustainable infrastructure, and driven by data-powered innovations in businesses and public services.
The priorities of the Digital compass
- Improve digital literacy across all demographic groups.
- Ensure the availability of secure and efficient digital infrastructure.
- Promote digital adoption in small and medium-sized enterprises.
- Enhance citizen-centric public digital services.
The major targets under the digital skills and competences pillar are the following:
- Finland has a high level of digital Bildung, with everyone having the capabilities necessary for participating in the digital world, and mutual respect and trust are at a high level.
- Basic digital skills in Finland are among the best in the world and help promote the sustainable development of society.
- Digital skills and competences support innovation, competitiveness and wellbeing. Education, training and research generate the expertise needed in society.
The development of knowledge, skills and competence must be continuous for both young people and the employed population so that we can address the changes brought about by the transformation of working life, technological progress and the population age structure. Finland’s success as a nation in global competition relies on broad-based Bildung and strong expertise.
The Digital Compass is implemented by public institutions, private enterprises and academic organisations. Monitoring tools, like the digital portfolio (digisalkku), guide the progress of key initiatives and ensure alignment with defined goals. Milestones are established to track success and adapt strategies where necessary.

The Digital Compass emphasises inter-ministerial collaboration through a dedicated ministerial group and digital office. These bodies ensure streamlined strategies across government sectors. Every ministry has a representative in the Coordination Group for Digitalisation.
