According to the Digital Decade report 2025, the percentage of ICT specialists in employment is lower than the EU average yet increasing from 2.6% to 2.8% (EU average - 5%) in 2024. The share of female specialists in 2024 was 27.3%. Romania can rely on a well-developed fixed connectivity infrastructure and is strengthening its role in critical technologies like semiconductors. However, persistent R&D gaps, weak SME and start-up innovation and low uptake of emerging technologies limit competitiveness.The Skills4IT Coalition is a notable initiative in Romania that focuses on addressing digital skills and jobs. The country has also implemented the Strategy for the Digital Agenda of Romania 2020 and the Strategic Initiative for Digitization of Education (SMART-Edu 2021-2027), aiming to promote digitalization across different sectors. To support the green and digital transitions, Romania has developed a Recovery and Resilience Plan, allocating funds for necessary investments and reforms. The plan also emphasizes the importance of digital skills development. Furthermore, Romania has taken a significant step in AI education by introducing in 2022 its first pre-university artificial intelligence course, organised in collaboration with industry experts and educators. Romania is actively striving to enhance digital skills, foster digitalization, and bridge the digital gap. By focusing on these areas, the country aims to pave the way for future growth and improve its competitiveness in the digital era.
